The Board of Commissioners voted in C.T. Kelley to replace the vacancy left by Leo Goodman as Commissioner of Public Utilities, Grounds and Buildings. When Leo Goodman returned he filed a petition of certiorari against the Board of Commissioners charging the illegality and invalidity of declaring the office vacant. The City of Memphis wished to be reimbursed for the salary paid to C.T. Kelly as the votes taken to put him in as Commissioner were made and void. |
