Additional defendants: Atlantic Coast Line Railway Co. and Louisville and Nashville Railroad Co. The corporate limits of Johnson City were extended to include "Tinner's Hill." Def. alleged that taxes could only be levied on property biennially on the odd years. Plaintiff sought decree to help them settle and determine Section 3 of Chapter 401 of the Private Acts of TN for 1929 to know its rights to collect taxes on the added territory for 1930 and its rights to refunding taxes already paid.
