Additional defendant: W.P. Elliott. Hawkins County sued the RR Co. for breaking a charter drafted to create the "Rogersville and Jefferson Railroad Company". The county asserted the RR Co. received state funding to create such a company, but the company, lines, and trains have yet to be created. The line was to run from Bulls Gap to Rogersville, but had yet to materialize.
