Anderson bought property adjacent to Georgia Ave. in Chattanooga. At time of purchase, a fence which abutted sidewalk running along street had been knocked down by trespassers. After he replaced the fence, believing it to be the boundary of the property, he received letter from the city marshal ordering him to move the fence back 9-13 ft. from the sidewalk or it would be torn down.
