Rogersville and Jefferson Railroad company chartered by Act of General Assembly in 1852, was funded by the state with bonds and was later sold to the East Tennessee & Virgina Railroad Co. to repay the debt. The company was then conveyed to W. P. Elliot who conveyed it to H. M. Aiken in 1877. Plaintiffs filed suit to assert that the said company, per its charter, is limited in how much it can charge for transport. They accused him of extortion/overcharging them and requested an accounting by the court.
