It was the duty of the Quarterly County Court to appropriate the funds for the ensued fiscal year and set aside $3600 for salary of pla., which it failed to do. Pla. Sought mandamus against the 38 def. who constituted said court compelling them to appropriate sum of $3600 to pay his salary, $500 to cover expenses of his office, and $300 for warrants.
