C. M. Bails was the Clerk & Master of Hawkins County from 1870 to 1876. Other defts. his bondsmen. During his term Bails failed to properly account for monies, collect taxes & issue executions. When case came to court 14 years later Bails no longer held the office & had moved out-of-state, his whereabouts unknown. The men who had served as his bondsmen argued that, by law, they were no longer liable for his malfeasance as too much time had passed. See: ET, 1654; Related Case: ET, 1617.
