Scott County Commissioners entered into a contract with Jacob Newman and Sons to build a new brick courthouse. The courthouse was built and taken into possession by the county but the county was unable to pay Newman and sons. Newman and Sons agreed with the county Commissioners to look to the court to assess a tax in order to pay the bill. The court failed to do so.
