Other defendants: Mineral Home Railroad Company; William Morrow [State Treasurer]; R. R. Butler. Walter was resident of Baltimore, Md. In 1869, the State issued 100 $1,000 bonds to the railroad company. Walter purchased 39 of the bonds. In 1870, the General Assembly passed an act barring the State from paying the bonds or the interest accrued on the bonds. Walter sued to force the State to pay him (or others who wished to join his suit) for the state-issued bonds he bought.
